about my sick turtoise

Hi i lost my turtoise about a month ago. i was letting him out side and i forgot about him for like 3 hours. so when i started looking for him he was gone. My family and i was looking for him for days. But nothing happened.

So a month later my cousin found him. i saw that his eyes won't open and his mouth won't open and i can't get him to eat. do you have any idea how i can get him to open his eyes or eat? Also do you think he hibernated?
