African Spurred Tortoise questions

I have a friend at work who wants to give me an African Spurred tortoise. I have a couple questions before I commit to it. First off, I can not find any info online about if it is legal to own one here in Nashville, NC. Also, when he showed it to me at his house, it had some sort of white substance coming out of it, what is that? I know it's not poop, cause it also did that. Thank you guys so much for your time!
