Why does my tortoise keep biting my other smaller toroises head and arms? It keeps climbing on top of it, what does this mean?

GOOD NEWS! one of your tortoises may be pregnant. those are the actions of "getting it on" with each other :0 good luck right now i have a pregnant tortoise so... i think i would know.
