baby eastern painted turtle

I got my turtle a week or two ago. he's shedding on his arms and legs. he's started shedding a few day ago, and I don't know if this is normal or not. I feed him hatchling pellets and carrots. he has a basking area with a normal lamp over him for heat, I take him outside to get sunlight once a week. he's in a 10 gallon tank, and he has a filter. I found little specks on his tummy, there not white. it just kind of looks like his skin is peeling. is this because he's growing or is there something wrong with him?

The shedding is normal unless it is excessive. Turtles do lose skin in the normal course of affairs.

But you are going to have another problem soon. Being taken outside once a week for sunlight is nowhere near enough UVB. Your turtle will not be able to metabolize calcium and the shell will deteriorate. Ultimately, the turtle will die.

You need a UVB light over the tank so your turtle can get the light it needs for health.

Keep it slow and steady.
