i have a turtle too it does that all the time usually it means it wants out so i let it roam around for a while and it usually works. just supervise it while you do

I would say that most tortoises don't enjoy being held very much. You can tell what your tortoise can tolerate by going slowly and gently. Some tortoises really enjoy head pats. Some will follow you around. Slow and steady wins the race with making friends with a tortoise.
