baby sulcata has itchy eyes? what does this mean?

his eyes are closed a lot of the time, unless i wet them with a q-tip. and he is constantly scratching them with his arms. i just increased the heat becuz it was getting a little to cold in his tank. he eats when i put him in front of his food, so its not like he isnt hungry. could it be becuz of the cooler temp?
