How do I get my turtles back legs to come out?

If you want the back legs to come out, you should probably just leave the animal alone. When it wants to come out, it will.
If it needs encouragement, a warm soak might help. Keep the water warm (not hot) and not deep enough to cover the animal's mouth and nose.
