Beak Check

Okay, we have recently acquired a russian tortise, juvenile, most likely male, 3''. I'm doing a lot of research, but i want to know how to tell if his beak and nails are too long. He also has a tendancy to open and close his mouth, even after eating. Could this mean something is wrong?
