box turtle drowning

i have a 15 year old box turtle who is nursing from a respiratory infection. I have been soaking him in warm water in a basin for up to at least an hour every day with a few drops of vitamin a. The vet gave him a shot and he gets one every three days and also a drop of meds by mouth everyday. Today I was going to take him outside for some sunshine and he was sort of limp. He keeps putting his head up but for the most part is non responsive. Also for the past few days he has been making cat souding noises...what does that mean?
