Be sure the basking light is working properly. If warmth doesn't fix the problem, see a vet.
Bu the way, when I say warmth, I mean that the turtle shoudl find its own degree of warmth. You just have to provide it. Don't overheat the aminal in the hope of curing it. You could cook it alive.
