Box Turtle Shell hardness

We have a box turtle 1 yr old and her bottom shell is not hard. Is this a problem, should we be concerned. We are taking great care of Brandi, but her tummy shell is not hard like her back. We have other turtles, but they are all adult and in excellent health.

We feed her meal worms and tryed crickets. She has a wonderful environment and she seems to like her turtle condo. She has seen a vet, but her shell has not hardened even with sun and a heat lamp.

Should we be concerned or does the shell harden with age?
