A soft shell means your pet doesn't have enough calcium.

Feed a calcium supplement.
Be sure your tortoise has enough sunlight. If your tortoise is inside, provide proper UVB lighting.
Be sure you are feeding your pet a proper diet, suitable for the type of tortoise you have.
