Can't figure out what type of tortoise this is....

My husbands' friend found it when he was jogging. He brought it home to his son, who didn't take care of it well, so he brought it to me since I have red eared sliders. I can't find a picture anywhere online of a turtle with an all-blonde shell (bottom, too!) and a orange/black spotted mouth. The spots around his mouth aren't from a disease- they look exactly like the bottom of a fire bellied-toad. The color brightness AND pattern! Its' eyes have a ring of almost the same orange, but even it's legs are the same blonde as it's shell. Its nose stops abruptly almost like a stubby pig snout.
