Desert Tortoise Eye Infection

The desert tortoise in the photo is a juvinile with a carpace width of about 2 1/4 inches.

It's eyes seem to be covered by an infection or what ever.

It's owner says it hasn't eaten for more than a month.

Perhaps you can help.

We need more info. Is he being housed indoors or out? Is he wild-caught or captive bred,if wild, do they have a permit to keep him? Desert Tortoises are protected. What are the temps of the warm side and cool side of the enclosure? How about the humidity? Can you tell us about the diet? What is offered how much and how often? Does he have access 24/7 to clean, fresh water? Eye problems usually stem from humidity or diet issues.
