Russian Tortoise: Does it have shell rot?

i just got a russian tortoise and it seems to have little bumps that look like bubbles please look at my picture and tell me

If a tortoise does not receive enough sun light bumps will form on its back. I have seen a tortoise that was kept inside its whole life and the shell was a lot worse, it looked extremely bumpy and deformed.

Hi! It doesnt appear as shell rot to me. It looks like he possibly had the wrong diet and has a bit of pyramiding going on. Here is what shell rot looks like:
