I can only get him one other tortoise, and i was wondering if i should get a girl or a boy, and if a different age or kind of tortoise would make a difference.

If you really want to get one, be sure you have room for both. Also, do NOT get a different breed. They can make each other ill.
Horsfield males will fight for females and be aggressive toward them. In this case, I'd leave things as they are unless you have LOTS of room and lots of places each can hide out from the other.
