Does'nt want to eat.

I have two turtles. They're the red-eared sliders, I think. One is bigger than the other. The small one is the female and the big one is the male. The problem is, when I gave them the Floating Turtle Pellets, they won't. I've tried giving them vegetables (kai-lan, tomatoes), but still they won't eat. One more, should I put the food on a rock (where it's dry) or in the water?
