drinking and activity

I have a red foot tortoise who never gets into his water by himself but when we put him in his water area he is obviously very thirsty, is there something we need to do or can we assume he will find his water himself? He is young, and I also wonder why he is not very active, he spends the majority of his time in his hide or beneath the "tree" in the back of his terrarium. What is the typical day in the life of a red foot tortoise, and should we expect a lot of activity or is this normal? Thank you!
