I got my female russian tortoise almost 3 months ago and she doesn't eat normaly she eats but not much also her skin is dry and there are flakes coming off also around her mouth is white
since you are talking about three different areas of concern, I think it uwoudl be a good idea to take this animal to a vet. The vet can do a check up and tell you what is wrong. the vet can also tell you waht to do about the situaiton.
