Eating Problem

I had recently found a star tortoise on the road and decided to take it home. The tortoise is quite shy around us and does not eat any food(Tomatoes, cabbage, carrot) we give it. It mostly wanders around the garden and stays under the trees and garage ,and I am not sure if it eats anything . Could any one tell me if this is the usual behavior of a star tortoise and I need help on how to make it eat.

Parts of its shell is also broken due to unknown reasons. Could this effect the tortoise. Please Help
