i read somewhere on the internet that it could be from dehydration. if ure tortoise has gritty uricacid or hasnt poopdywoopdied in a long time, he might be dehydrated or if you didnt keep his hibernation area humid enough that might contribute to it also

Your turtle sounds as if it has an eye infection... I would tale it to the vet.
