Sometimes the eggs are in the substrate you buy. I bake the substrate in the oven at a low temp for an hour or so. This kills any gnats and their eggs. Let the substrate cool. Clean your cage and your in business again.

Take the cage outside and clean it. Use sticky fly strips, but keep it away from the tortoise.
