my russian tortoise was the same. Is he fairly new. what type of cage does he have? we had ours in a box temprarily when we got him, and he would do the same, when we got him to a new cage, he stopped

He wants out to run...if you can and the weather is arm enough where you are, take him outside for some exercise...but keep a close eye they can run away pretty fast...
