Heat Lamp

Hello,

I just adpoted a greek tortoise who is roughly 7 or 8 yrs old, and I live in Qatar where the weather is 45c in summer and 25 in winter. I was wondering do i need to get a heat lamp for this climate, or is it hot enough? He spends plenty of time in the garden and has a large enclosure inside with sand, soil and many plants, as well as water to drink/ bathe in.
