Its not mandatory to hibernate your Tortoise, some of us who have our Tortoise's both outdoor during the day, and indoor in cold weather choose to hibernate when our Tortoise choose to slow down and go into hibernation. It is something you need to research before you choose to allow your Tortoise to do so.
