Hinged backed tortoise

I just purchased a hinged backed tortoise from a pet store and he has been in my
home a week and hasn't eaten....I have now taken him out of the plastic containers
I had put together and screened him in on my kitchen floor near the steam heat.
It is 80 in the kitchen is that too cold? I have UVB and UVA lighting...do I need a
heat lamp
