The best thing to do is take your tortoise to a vet to find out exactly what is wrong and how to treat it.
My human did some cat sitting. The cat owner gave her drops to put it the cat's eyes. But my human is pretty smart. She said,"Your cat has to go to the vet."
Sure enough, the cat had an infection and the eye drops the owner had weren't for that problem.
