er ....I could not see the tail!!! In mycase the stick their head out and their hands when i hold em n spk to them. they then rub their heads to my nose :)

I'm sorry but usually when ever any of my Tortoises wag their tail is because their getting ready to have a stool movement. You can tell when a Tortoise is happy when it eats well, is active and seems to be comfortable around you. My Tortoise's seems to think I' one of them, just I have a key to the best food....

Sounds to me like your tortoise is happy. Can you tell that he is?
I unfortunately do not have have that type of a tortoise, nor have I seen my tortoises tails wag.
