Sulcata's are not a hibernating tortoise because they originate from the desert where it is warm year-round. If your tort won't come out of it's shell, it is most likely dehydrated or sick. DO NOT ASSUME IT IS DEAD RIGHT AWAY. Take it to the vet if possible, but definitely try soaking it for quite a while and try to feed some of its favorite food. Good Luck.
