I need help with a hingeback tortoise

I need help please. I recently came into being a proud owner of a hingeback tortoise. I know very little about tortoise care. I tried to find info about this type of animal, but found very little. I was given it and was told it was a russian tortoise, but it looked nothing like those so I did some investigating and it looks closest to a hingeback not the ones from the dry climate. It has an all brown shell. I am worried at first he didn't eat his previous owner said he doesn't eat much. He doesn't go to the bathroom much either. I read online that these animals should eat meat of some kind. I tried mealworms he won't touch them. any suggestions? His legs are very skinny are they supposed to be skinny almost like a match stick with skin around it. There are so many other questions I have. Please respond if you can help in any way. First, it's really important to find out exactly which animal you have. The best way to do that is to contact a tortoise rescue center and have someone there help you with identifying your pet. If you can't do that, do a Google photo search for the different breeds you think you might have.

After that, you can find out what is the best way to treat this particular animal.

In the mean time, it's always a good idea to take any new pet to the vet for a checkup. (The vet may also be able to tell you what you have.)
