I work in my school's animal lab. we do alot of educational programs with our animals and have recieved several of people's unwanted pets. Maybe you can find a local college with an animal lab or a wild life rescue/park/garden.

Check to see if there is a Turtle/Tortoise rescue office in your area, also place adoption ad for an experienced turtle owner in your area, in your local paper or craigs list.
