I'm extremely worried

I got a Hingeback tortoise who is undergoing treatment therapy for a respiratory infection. She started eating and was doing much better and improving extremely. When I went to go give her her a bath I noticed she was still in the same spot as last night and she was inside her shell. I pulled on her legs (gently of course) to see if she would pull back, and there was some tension, but not at her full strength. Her head was also inside her shell and would not come out. I'm thinking that she has died, but I'm wondering if that can be if she was improving.
