An Indian star tortoise does not do well inside. The first thing to do is to make sure it is getting enough direct sunlight. If it is, then you will need to take it to a vet to find out what exactly is wrong.
If you cannot get it to a vet, please take it to a turtle rescue agency that can care for it.
