How long you hold a tortoise depends on two things:
1. You
2. The tortoise
It seems you like to hold the tortoise, so that's no problem.
Does the tortoise like to be held? If not,please respect that.
You also must wash your hands after holding a tortoise or turtle. They do carry salmonella,and you won't want to be introducing that into your body.
Keep it slow and steady.

its good that you love it. but its bad if you hold it all the time. it may get irritated. since its a baby it may get infected also. or its shell may get damaged as shell of baby tortoises is very soft. so love it, pat it once but dont hold it.
