In India, keeping any Tortoise is illegal since they all come under the wildlife protection act. But then if you have one, then make sure that your do not display him or advertise him too much because you never know who your friend is.

You cannot legally keep an Indian star tortoise as a pet in India.
I don't know the situation for a golden tortoise in India. Perhaps there is government agency that can tell you.
