If your tortoise can move its foot, it's not dead, but when an animal changes its behavior in a troubling way, it's time to see a vet. First, I would give the tortoise a warm soak, just in case the problem is temperature. But I would probably follow that with a vet visit in any case. It's always better to be safe than sorry.
