just out of hibernation

Hi i have three desert tortoises i took out of hibernation about a month ago. i have been feeding them lightly lettuces. i live by the beach and it gets cold and cloudy so i bring them out during the warmer days and bring in at night. i keep them in plastic bins with hay. they haven't gone "potty" yet. is that normal? does it take awhile to start things up again? also i noticed they have white rings around the OUTSIDE on the skin of their eyes.it seems to have just appeared. i don't remember that being there last week. could it be a fungus? thanks so much! bekken@mac.com
