Male Tortoise Bitting Another Male Tortoise

How can I stop a young male desert tortoise from bittng another, much older desert tortoise's hind legs? He keeps following the older tortoise around and around nipping at his legs. I've already been through this once last summer, and he's at it again. I have been putting antibiotic cream on the wound and seems to work, but want the biting to stop!
