map turtles mating?

I have two map turtles, they are about 4 years old. I just got a check up on them and the specialist said one was defiantly male and the other he was not sure of, anyways they alway "kiss" (nose/mouth to nose/mouth) and the definite male claws the other ones neck. What does this mean?
