My 1.5 year old Herman has very dry skin

My Tortoise has very dry skin and i saw her picking some off her leg, is this ok ?

I Bath her in warm water every two or three days as she doesnt drink from her water and this way i know shes drinking and being re hydrated. Am i bathing her to much.
