My Hermann's Tortoise's eyes aren't opening?

Whats wrong? and how can i fix it? I've noticed that he isn't opening his eyes for a while now, maybe 2 weeks.. Is it some kind of eye infection, how can it be fixed?
BTW, he's eating well - even tho he probably can't even see and his digestive system seems fine >_<
so what wrong? is this common? what caused it? how can i fix it?
i have another tortoise also and he's fine :)
