my little ninja is acting strange i think he dying and i dont know how to save him HELP

he keeps openiming his mouth like he wants to say something or wants me hear him he slow sometimes floats upside down kinda like a fish turns upside floats before they die but i dont know what happened to him or how to help

You are absolutely right that something is wrong. Please take this animal to a vet as soon as possible. Your pet needs a proper diagnosis and then some special care.

Run, don't walk, to help.
