my meditaranian spur thighed tortoise is sleeping a lot

My meditaranian spur thighed tortoise is in an open table top. He has a uv light and a basking light which reads around 90 degrees. the open air temperature is constant at around 70 degrees. I wake him up every morning and place him under his basking light and again in the evening. he eats well when i wake him but I tend to feed him. Can you advise. Thank you.
