my painted turtle moves every where on sunny days but it moves a tiny bit on rainy days, what does it mean?

Turtles and tortoises are cold blooded. That means they are more active when warm.
They also digest food better when they are warm.
Be sure you are letting you pet have enough sunlight every day. You may need special lighting in colder months.
Keep it slow and steady.

It doesn't like cold days, most Turtle/Tortoises like to be warm unless their hibernating..
