My russian tortoise eats any kind of bedding what should I use?

I have 4 Russian tortoises one of them eats any kind of bedding and I am afraid of him getting sick, I always have food in with him so I don't understand. My other one won't eat and just wants to sleep- any ideas? spenaflorida0122@starkstate.net
