MY sis turtle wont open eye

my sis turtle wont open one of his eyes ,we are so worried he keeps scratching it ,should we do something,my dogs vet will come and drop my dog off should i tell him if he can do anything cuz he comes tommorow and ,......... plz anser a super quick
