my tortoise isn't that active

My horsefield tortoise isnt very active hes round about 3years old however i only got him 2 days ago i turn his lights off at 8pm but he starts to go to sleep about an hour before and i turn them back on at 8am and he sleeps for about 2-3hours after ive turned it back on, however he does wake up after a while and move about on the first day he did eat and drink so he seems to be comfortable but after hes eaten he will go it to the cool area conner and dig however when he gets to the bottom of the cage he scratchs the sides.
if not could you tell me what could be wrong with him?
