My tortoise sounds raspy...

For the past few months my african spur thigh has not eaten- i thought it was possible she was hibernating. She is kept in a childs pool with pine bark and is fed fresh greens with fruit thrown in as a perk and taken outside when its warm enough to get natural sunlight. Now she seems to have a respritory infection and is verrrrry light. i have put her in my sink with fresh grass with a warm lamp over her. (i am giving her water now) anything else i can do for Kali?
