My turtle has a white spot on its head
my turtle recently had this issue and the sites we found on line said to give your turtle a sort of "bath" with a little bit of salt (not in his tank) for 30 min a day until the spot is gone and it worked. you might want to search out the amount of salt needed though

Lime by: jen
It sounds like it could be lime forming on your turtle, though it normally forms on shells it is possible to form on the skin and should be able to get scrubbed off. Lime forms on aquatic and semi aquatic turtles usually when the tank is not kept clean enough. If you are not able to wash the white stuff off, it would be best to take him to a vet to make sure it is not something serious.

Worrisome spot by: Anonymous
Any time you are worried about something physical going on with your tortoise, it's a good idea to see a vet. Because a tortoise has a slow metabolism, any skin problem can take a long time to heal and can become a big problem over time. I would have this checked out.
