eyes are open and very active but will not eat a thing it has been a week . painter turtle 2=3 years old. it is winter, ??????????????????

This is a vet issue. Eye infections can spread to other body parts and ultimately kill a turtle. In the mean time, completely clean the tank. That means scrubbing everything in it. Be sure to rinse any cleaning agent thoroughly. The vet can give you specific information about your turtle and its habitat.
